COMMISSIONER OF FINANCE

Schenectady County is seeking an experienced and qualified individual for the position of Commissioner of Finance. This position is responsible for the general oversight of governmental accounting, business management, fiscal management, payroll, budgeting, tax collection, data processing, procurement and real property functions for the County of Schenectady. The incumbent is responsible for administration, planning, supervising, organizing and coordinating the development of the annual operating and capital budget, maintenance of financial, payroll and real property records in addition to managing and maintaining various financial and accounting systems. This position reports directly to the County Manager. Supervision is exercised over professional level staff. The incumbent also works very closely with the County Manager in the overall administration of fiduciary responsibilities.

Qualified candidates should have thorough knowledge of the principles and practices of modern public/governmental fiscal administration, including internal auditing, accounting and fiscal management; thorough knowledge of principles, practices, and terminology of general and governmental accounting; thorough knowledge of financial administration including budgeting and reporting; ability to prepare and analyze complex financial and statistical records, reports and financial statements; ability to prepare and present complex oral and written reports clearly and concisely; ability to plan and direct the work of others.

Qualified candidates shall have graduated from an accredited college or university with a Master's Degree in Public Administration, Public Finance, Management Science or a closely related field; plus 10 years of progressively responsible professional administrative service in a county government that includes financial administration, budgeting program planning and development, and supervising professional staff.
